The owner operator of a septic pumping service hired to clear residential septic systems of sludge and sewage, and performing clean-outs of commercial septic systems sludge, sewage, chemicals and grease held a permit to dump these specific waste materials at a Publicly Owned Treatment Plant (POTW) site equipped to  receive and treat the combination of waste material collected under the particular permit.  In March 2010, the owner-operator discharged combination grease and sludge waste directly into the county sanitary sewer system in contravention of permit.
