Atlanta BWA State of Emergency

Atlanta - A little more than a week after the release of US Army Corps of Engineers (USACE) and US Bureau of Reclamation (USBR) national "State of the Infrastructure" report, aging water mains in Atlanta blew guysers into the streets. Three large diameter mains ruptured in different locations on Friday, another blew out on Saturday resulting in the emergency transfer of dialysis patients from an impacted hospital in the downtown core, closure of government offices and businesses, closure of major tourism attractions Georgia Aquarium and World of Coca-Cola, cancellation of concerts at State Farm Arean and disruption of potable water service throughout the delivery area. A State of Emergency declared, water supplies deployed to residents from Atlanta Fire Halls. Public works crews have repaired the major ruptures, the BWA presently applied to impacted connections will be rescinded once the lab tests confirm the water supply is safe. US Army Corps of Engineers operates dams, canals and other water conveyance, including pressurized water lines, 12000 miles of conveyance through the nation. WTGA has reached out to the South Atlantic Division of USACE in Atlanta for more information on the drinking water infrastructure for Atlanta, including conveyance from the source, Chattahoochee River. Isolated to scattered thunderstorms are expected this afternoon and evening, with the highest chances along and south of I-20. The potential for severe weather is low, but a few strong storms with locally heavy rainfall, gusty winds, and small hail will be possible.

New lab test results are out for Jekyll Island Driftwood Beach, sample collected May 28 has come back with low level enterococcus bacteria, no advisory necessary here.

Jekyll Island permanent beach advisories for presumed high bacterial levels remain in effect for Clam Creek Beach and St. Andrews Beach, the latest posted lab results from April 1 indicated below the threshold for bacterial contamination advisory. National Centers for Coastal Ocean Science satellite monitoring program for harmful algal blooms in US water bodies has a dozen monitoring programs in effect. Three of these are covered by the WT USA Media Group, including New York's Lake Champlain, Ohio's Lake Erie west basin and Louisiana's southeast including Lake Pontchartrain, Black Bay, Lake Borgne and Chandeleur Sound. The technology allows us to monitor the presence, extent and concentration of HABs in calm conditions where no cloud cover obscures the image. Until the NCCOS begins to provide an imaging program covering Georgia water bodies, we rely on ground observation and public reporting of suspicious algal mats. All suspicious blooms are to be reported to the Environmental Protection Division, who will then make these reports public. WT USA Flows and Flood Tracker provisional data from the network of USGS streamflow monitors

Forty-five streamflow gauges indicate flow above flood stage in the USA Monday, up from forty-three yesterday. Two floods occur inside the WT coverage area, both in Louisiana.

The State of Louisiana reckons its surface area in watershed regions as a key organizing factor for public decision making, planning and investment. Watersheds organize the areas drained by major rivers, describing the surface area and resources in the impact zone for water-related weather, runoff of nutrients and contaminants and indicates changes in pressure on drinking water supplies and quality. Supporting the coordination of public services and administration by Parishes and municipalities to effectively manage flood, fire and other natural climatic events, WTLA.us communicates water related information using the accepted and common format in use in Louisiana. Watershed Region 4 extends from the west border with Texas to the edge of the area drained by the Calcasieu River, down to the outlet in the Gulf of Mexico. Flooding has been ongoing in Region 4 on the Sabine and Calcasieu Rivers on and off since late January. At the time of this report, Region 4 flooding continues on the Calcasieu River near Glenmora, currently signalling a gauge height five inches over the channel on a slow declining trend. West border Sabine River continues to overflow the lower channel in southwest Louisiana this morning, running the same level nine to ten inches over minor flood stage as reported here over much of the last week. NWS alerts about thunderstorms developing today and tomorrow that could overwhelm the saturated soil in the northwest Regions 1 and 2, possibly leading to flash flooding in some locations. As many drinking water facilities are supplied from surface water reservoirs, the streamflow situation is pertinent to both drinking water supply and quality. High flows can stir up sediment and cause turbidity in the reservoirs, requiring additional treatments to render the water potable. Low flow volume is linked to warmer temperatures in the reservoir and can be an issue for water quality where HABs are present. WT tracks streamflow trends with an eye to the impacts on drinking water supply and quality in each of the state's watersheds. Check the watershed layer on the map to see the direction of flow and streamflows that may be impacting drinking water today.

Data are provisional and subject to revision until they have been thoroughly reviewed and received final approval. Current condition data relayed by satellite or other telemetry are automatically screened to not display improbable values until they can be verified.
